How hard is Orange County water?
Hard almost everywhere. Most cities publish between 11–20 grains per gallon, against a threshold of 10 grains at which the water districts themselves call water hard. Two places are genuinely the exception, and they are named below rather than buried.
Every retail water supplier in California must publish an annual water quality report, and every one of them measures total hardness. The figures are public, they are accurate, and almost nobody reads them because they arrive as a twelve-page PDF of regulatory tables.
This page pulls the hardness row out of those reports and puts the Orange County cities side by side. Nothing here is estimated. Where a supplier has not published a figure we can retrieve, the city is listed without a number rather than given one.
Across the 31 cities verified so far, the published figures run from Seal Beach at 3.9 grains to Tustin at 22 grains — a factor of 5.6 between two cities twenty miles apart. That spread is the argument for reading your own supplier’s number rather than a countywide average.

Figures are annual district-wide values. Where a report publishes a range, the midpoint is shown as the headline number and the range beneath it. Conversion uses the standard 1 grain per gallon = 17.1 mg/L as calcium carbonate.
What the number actually means
Hardness is measured as dissolved calcium and magnesium. The classification below is the US Geological Survey’s, converted from milligrams per liter.

Why the figure moves through the year
Orange County does not have one water source. Most north and central county suppliers draw a large share from the Orange County Groundwater Basin and make up the rest with imported supply from the Metropolitan Water District, which is itself a mix of Colorado River water and State Water Project water from Northern California. South county is far more dependent on that imported supply.
Colorado River water is notably hard. Groundwater hardness varies across the basin. The blend ratio changes with rainfall, demand and what Metropolitan is delivering, so the hardness at your tap moves through the year. That is why every published figure is an annual average or a range rather than a fixed constant, and why the reading taken at your own faucet is the one that matters for sizing. How to read your own water quality report
- Find your retail supplierIt is named on your water bill, not your city hall.
- Search their siteLook for "consumer confidence report" or "annual water quality report".
- Find the hardness rowLook for the row labelled Total hardness or Hardness as CaCO₃.
- Convert if neededIf it is in mg/L or ppm, divide by 17.1 to get grains per gallon.
- Check against the thresholdAnything at or above 10 grains is hard by the districts' own definition.
Hardness is not a health problem
Worth saying plainly, because this industry is not always careful about it: calcium and magnesium are not contaminants and there is no regulatory health limit on hardness. The case for treating it is about scale, appliance life, soap consumption and maintenance — not safety. If somebody sells you a softener on a health scare, walk away.
Questions about Orange County water
Is Orange County water hard?
Almost everywhere, yes. Published figures for most cities land between 11 and 20 grains per gallon, against a threshold of 10 grains at which the water districts themselves call water hard. Tustin publishes the hardest figure in the county at 22 grains and Yorba Linda is not far behind at 20. There are two real exceptions worth knowing: Mesa Water District, which supplies Costa Mesa entirely from local groundwater, publishes 6.6 grains, and Seal Beach reports its own groundwater at 3.9. If you are in either of those places, get the tap tested before you buy anything.

Is hard water bad for my family’s health?
No. Calcium and magnesium are not health contaminants, and the water districts are right to say so. Hardness is an equipment and maintenance problem: it scales your water heater, shortens appliance life, blocks soap from lathering, and leaves residue on skin, hair and fabric. We treat it as a household investment question, not a health scare.
What is a grain per gallon?
It is the standard unit for water hardness in the United States. One grain per gallon equals 17.1 milligrams per liter of calcium carbonate, which is the unit your water quality report may use instead. Under 3.5 grains is soft, 7 to 10 is hard, and above 10.5 is very hard.
Do I still need a water test if you already show my city’s number?
Yes, and it is free. The published figure is a district-wide average across a year. Your actual tap depends on where you sit in the distribution system, which source was blended in that week, and what your own plumbing has accumulated. The number on this site tells you whether to bother; the test tells you what to install.
